Kelp is a crafting material that grows naturally in the Ocean and is dropped by most ocean Zombies. It can be used to craft food, weapons, and ambient objects. If a strand of kelp is broken, either by tool or by being out of water, all sections above the broken section are also destroyed.
Kelp spawns in the Ocean initially with a height of 8-24 blocks but can then be harvested and placed on any Sand Block underwater anywhere in the world. They grow at the same speed until they are 17 tiles tall, then grow slower and slower before stopping entirely at 23 blocks of height.
